Conover 2012 SW Sewer Rehabilitation (20120174.00.HI)

The work will consist of a sewer rehabilitation and replacement project targeted on gravity sewer lines and associated manholes that have the most critical I&I problems in the Southwest Sewer Area. This targeted section has known I&I problems through documented SSOs and NOVs, and visual inspection. The work proposed will begin with visual inspection via closed-circuit television of the sanitary sewer lines constructed of 8” and 12” vitrified clay (VCP), PVC, and Ductile Iron Pipe (DIP). During the CCTV inspection process the existing pipes will be thoroughly cleaned. Video inspection results will then be analyzed to determine sources and specific locations of infiltration due to a variety of causes such as root invasion, broken or cracked pipe, poor joint seal, and the like. Based upon evaluation and prioritization of each pipe section, specific point-repair operations will commence, targeting first those areas of greatest infiltration concern. Method of repair will be based upon specific conditions, and will include options such as full or partial pipe lining, pipe bursting, repair sleeves, sealing compounds, and pipe replacement.

Bid Info:   Sealed bids will be received by the City of Conover, NC, for construction of the 2012 Southwest Area Sewer Rehabilitation Project, at which time they will be publicly opened and read aloud at the Conover City Hall, 101 1st Street East, Conover, NC 28613.

Bids must be submitted on the complete project and must be enclosed in a sealed envelope, addressed to Jimmy A. Clark, Public Works Director, 101 1st Street East, PO Box 549, Conover, NC 28613. Outside of the envelope must be marked “Bid for 2012 Southwest Area Sewer Rehabilitation Project”. Envelope must also bear, on the outside, the name of the bidder, bidder’s address, and bidder’s license number. All bids must be made on blank forms provided and included in the bound document or as provided by Addendum prior to bid.

Each proposal shall be accompanied by a cash deposit or certified check, drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to not less than five percent of the proposal. In lieu thereof, the bidder may offer a bid bond of five percent of the bid prepared on the Bid Bond form contained within the Contract Documents or a Surety Company's Standard Bid Bond form, duly executed by the Bidder as principal and executed by a surety company licensed under the laws of North Carolina to execute such bonds and listed in the latest issue of U. S. Treasury Circular 570, conditioned that the surety will, upon demand, forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law.

The bidder shall include with the bid proposal the form Identification of Minority Business Participation identifying the minority business participation it will use on the project and shall include either Affidavit A or Affidavit B as applicable. Forms and instructions are included within the Proposal Form in the bid documents. Failure to complete and submit with the bid proposal all applicable MBE forms is grounds for rejection of the bid. (GS143-128.2c Effective 1/1/2002.)

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 90 days.

Bidders must comply with the President’s Executive Order No. 11246, as amended, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.

The Contractor shall comply with the Department of Labor Safety and Health Regulations for construction promulgated under the Occupational Safety and Health Act of 1970 (PL91-596) and under Section 107 of the Contract Work Hours and Safety Standards Act (PL91-54), or latest revisions.

General Contractors are notified that "An Act to Regulate the Practices of General Contracting" ratified by the North Carolina General Assembly on March 10, 1925, and as subsequently amended will be observed in receiving bids and awarding General Contracts.

All Qualification Packages, per Paragraph 10. of the Instructions to Bidders, (Document 00 21 13), must be submitted at least ten days prior to the advertised bid date.

The Owner reserves the right to reject any or all bids and to waive informalities and technicalities.
