Gaston SC Rural Community Water District - Division I: Well # 1 Improvements and Division II: Raw Water Main Installation (20160048.00.CA)

Contractor's work will consist of, but not be limited to two (2) individual divisions as follows:

Division I: Well # 1 Improvements: Work to include the rehabilitation of one (1) wellhead to include selected sections of drop pipe replacement, installation of a new pump control panel which will include a variable frequency drive, well head piping replacement, extension of the well casing, and electrical improvements as identified in the Contract Documents.

Division II: Raw Water Main Installation: Work to include installation of approximately 1,057 linear feet of 6-inch DIP water main within existing rights-of-way, valving, bore and jacks, and all appurtenances as identified in the Contract Documents.

Work for each division of the project as identified in the Contract Documents will be awarded separately to either one (1) or two (2) Contractors.

Bid Info:   Sealed bids will be received by the Gaston Rural Community Water District, at which time they will be publicly opened and read aloud at the Gaston Rural Community Water District offices, 1133 Mack Street, Gaston, SC 29053.

Bids must be submitted on the complete project and must be enclosed in a sealed envelope, addressed to Gaston Rural Community Water District, 1133 Mack Street, Gaston, SC 29053 (UPS or Federal Express) or to PO Box 66, Gaston, SC 29053 (US Mail). Outside of the envelope must be marked "Bid for Division I: Well # 1 Improvements and Division II: Raw Water Main Installation". Envelope must also bear, on the outside, the name of the bidder, bidder's address, and bidder's license number. All bids must be made on blank forms provided and included in the bid documents, or as provided by Addendum prior to bid.

Each proposal shall be accompanied by a cash deposit or certified check, drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to not less than 5% of the proposal. In lieu thereof, the bidder may offer a bid bond of 5% of the bid prepared on the Bid Bond form contained within the Contract Documents or a Surety Company's Standard Bid Bond form, duly executed by the Bidder as principal and executed by a surety company licensed under the laws of South Carolina to execute such bonds and listed in the latest issue of US Treasury Circular 570, conditioned that the surety will, upon demand, forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 90 days.

Bidders must comply with the President's Executive Order No. 11246, as amended, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.

The Contractor shall comply with the Department of Labor Safety and Health Regulations for construction promulgated under the Occupational Safety and Health Act of 1970 (PL91-596) and under Section 107 of the Contract Work Hours and Safety Standards Act (PL91-54), or latest revisions.

All Equipment/Manufacturer "Or-Equal" Qualification Packages, per the Instructions to Bidders Section 00 21 13, must be submitted at least ten days prior to the advertised bid date.

This project is being funded by the South Carolina Drinking Water State Revolving Fund. All bidders must comply with all state and federal requirements set forth in the bid documents, as defined in the Appendix A, Mandatory Supplemental General Conditions for the South Carolina State Revolving Fund Program. All work completed on this project shall be performed in compliance with the Davis-Bacon Act. Materials utilized for this project must meet requirements set forth in the American Iron and Steel provision by the US EPA.

The Owner reserves the right to reject any or all bids and to waive informalities and technicalities.

Purchase of entire bid set includes all plans and specifications, including any addenda released at time of order. Planholders will be notified by email when future addenda are issued and it will be the responsibility of each plan holder to download the addenda. Shipping, if required, will be charged to each order.

ADDENDA DISTRIBUTION

Existing planholders will be notified by email upon the release of any addenda. Failure to order bid sets through Duncan-Parnell may prevent you from being notified of issued addenda. Printed copies of addendum will be available at no additional charge. Shipping, if required will be charged. Contact your local Duncan-Parnell office to request a printed set of addenda files.
