Mt Pleasant (SC) Waterworks Snowden Community Sewer Phase 2 Division II (20160268.00.CH)

The scope of work includes: Disconnecting 8 LMI (Part 1) and 25 non-LMI (Part 2) houses from septic service; abandoning in place the septic tanks, installing PVC sewer service pipe from the cleanout at the property line to the house; and restoring the yards and landscaping to previous conditions. Contractor must hold a current South Carolina Mechanical Contractor’s license with a Plumbing subclassification. Part 1 (LMI houses) of the contract must be completed no later than June 30th, 2020.

This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. The CDBG application, including the cost estimate, is available for review by contacting Mr. Trae Borden, Mount Pleasant Waterworks, (843) 884-9626.

Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.

The owner reserves the right to waive any irregularities, or to reject any or all bids.

No bidder may withdraw his bid within sixty days after the actual date of the opening thereof.
