Onslow County, NC - ONWASA NRWRF Hurricane Florence Response Flood Mitigation Measures (20200007.00.CL)

Northwest Regional Water Reclamation Facility Hurricane Florence Response Flood Mitigation Measures will be performed in two (2) divisions as summarized below:

1. Division 1 – Proposed Flood Mitigation Measures

a. All work necessary to build new, flood resistant, precast building around the transfer pumps and SBR blowers at plant locations 240 and 280, as described in the specifications and drawings (DI 227282-1).

b. All work necessary to build new, flood resistant, precast building around the Sludge Digester Blower Systems at plant location 680, as described in the specifications and drawings (DI 227282-4).

c. Installation of raised steel platforms for the effluent pump controls at location 500 (DI 227284) and the infiltration pump station located south of the main plant (DI 227286).

d. Installation of raised steel platforms to elevate the motors and associated disconnects, and conversion of pumps and motors for elevated belt or chain driving at locations 200 (SBR Jet Motive Pumps) (DI 227282-2). and 350 (Post EQ Pump System) (DI 227282-3).

e. Installation of Administration flood protection door barriers.

f. Installation of seals for all electrical and instrument conduit seals that are located at or below the flood event elevation shown in the drawings (DI 227288).

2. Division 2 – Proposed Electrical Structure

a. Installation of new electrical structure and associated foundations, electrical components and rewiring (DI 227288) as described in the specifications and drawings.

b. Installation of new plant-wide transformer, transformer foundation and associated wiring from the transformer (DI 227288). Contractor shall coordinate directly with the utility (Jones-Onslow Electric Membership Corporation) regarding the identification, procurement, installation and connection of the new plant transformer on the foundation design in this project.

c. Elevation of the existing large backup generator and associate re-wiring (DI 227288).

d. Repair or replacement of all the existing equipment that is a part of the original SCADA system to provide a complete and fully operable system. The Contractor shall also provide all software, programming, operating systems, network interface, special drivers and network integrations required and shall perform all configurations, commissioning, troubleshooting, and diagnostics required for a complete and functional system.

Pursuant to N.C.G.S 143-129, sealed single-prime Bids will be received by the Onslow Water and Sewer Authority (ONWASA), at the ONWASA offices in Jacksonville, North Carolina, and immediately thereafter publicly opened and read.

Bids must be submitted on a complete contract. Bids must be enclosed in a sealed envelope, addressed to the Onslow Water and Sewer Authority, 228 Georgetown Rd., Jacksonville, NC 28540, telephone (910) 455- 0722, and the outside of the envelope must be marked " Northwest Regional Water Reclamation Facility Hurricane Florence Response Flood Mitigation Measures, Onslow County, North Carolina" followed by the appropriate contract number and title. If a Bid is forwarded by mail, the sealed envelope containing the Bid must be enclosed in another envelope addressed as above. Bids by FAX transmission are not acceptable and will be rejected. Bids must be made on blank forms included in the Bid documents. The name, address, and North Carolina Contractor's license number of the Bidder shall be plainly marked on the sealed envelope.

Each Bid must be accompanied by cash or a certified check, drawn on a bank or trust company authorized to do business in North Carolina, payable to the Onslow Water and Sewer Authority in an amount at least equal to five percent (5%) of the total amount of the Bid, as a guarantee that a contract will be entered into and that a satisfactory performance bond will be executed. In lieu of cash or a certified check, the Bidder may submit a Bid Bond in the form prescribed in N.C. G. S. 143-129.

Bidders are notified that legislative acts relating to licensing of contractors will be observed in receiving bids and awarding contracts and that satisfactory performance and payment bonds will be required on this project.

The right is reserved to reject any or all bids, to waive informalities, and to award contract or contracts which, in the opinion of the Onslow Water and Sewer Authority, appear to be in its best interest. The right is reserved to hold any or all Bids for a period of sixty (60) days from the opening thereof. By mutual agreement, the Authority reserves the right to extend this period and hold any or all Bids for an additional 30 days.
