Sealed Bids for the construction of the Project will be received at Hallsdale-Powell Utility District located at 3745 Cunningham Road, Knoxville, Tennessee 37918, until Tuesday, January 27, 2026, at 2:00 p.m., local time. At that time the Bids received will be publicly opened and read aloud.
Bids must be submitted on the complete Project and must be enclosed in a sealed envelope, addressed to Hallsdale-Powell Utility District, 3745 Cunningham Road, Knoxville, Tennessee 37918 or P.O. Box 5199, Knoxville, Tennessee 37928-0199. Outside of the envelope must be marked “Bid for E. Wolf Valley Watermain Improvements”. Envelope must also bear on the outside, the name of the Bidder, Bidder’s address, and Bidder’s license number with expiration date (please refer to Section 00 21 13 - Instructions to Bidders). All bids must be made on blank forms provided and included in the bound document or as provided by Addendum prior to Bid.
The Project includes the following Work: Providing approximately 11,500 LF of 6-inch DIP watermain and approximately 62 service replacements.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. The Successful Bidder must furnish a Performance and Payment Bond. The Owner reserves the right to reject any and all bids.
The Project has an expected duration of two hundred forty (240) days to substantial completion.

The Owner hereby notifies all Bidders that it will affirmatively insure that in any Contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an Award.
No Bidder may withdraw his/her Bid within ninety (90) days after the actual date of the opening thereof.
The Successful Bidder shall comply with the Department of Labor Safety and Health Regulations for construction promulgated under the Occupational Safety and Health Act of 1970 (PL91-596) and under Section 107 of the Contract Work Hours and Safety Standards Act (PL91-54), or latest revisions.
